Why California 311?
In California, the government responsible for a problem is often not the one you would guess. A pothole can sit on a city street, a county road, or a state highway within the space of a few blocks. Streetlights might belong to the city, the county, or an investor-owned utility. Water and sewer are frequently run by a special district whose name most residents have never heard.
California 311 uses geographic boundary data for every jurisdiction in the state to work out who is responsible and send your report there. You do not need to know whether your street is city-maintained, whether your address sits in an unincorporated area, or which special district covers your block. Describe the problem and we will route it.
Straight to the agency that owns the problem
A city 311 can only dispatch city crews. When the problem turns out to belong to the county, a special district, or Caltrans, someone at the city has to read your report, work out whose it is, and pass it along by hand. That is extra work for city staff, and the agency that can actually fix it hears nothing until that hand-off finishes. California 311 identifies the responsible agency the moment you report, from the location and the issue type, and sends it there first.
State highways reach Caltrans directly
A state route belongs to Caltrans even where it runs down a city's main street. Potholes, debris and hazards, highway lighting and sound-wall damage go to Caltrans without sitting in a city queue first.
County roads and unincorporated areas
Unincorporated communities have no city hall to route through at all. Road maintenance, code enforcement and public works run through the county, and all 58 county governments receive reports directly.
Special districts, by name
Water, sewer, fire protection, vector control and flood control are separate districts with their own boards and their own boundaries, none of which follow city limits. We route to the district itself.
The same anywhere in the state
482 cities and towns alongside all 58 counties, 638 California agencies in total, so a report from Alturas routes as surely as one from Los Angeles.
